It seems we'll end up hearing confirmation on the third Batman film very soon. So while people have been talking Catwoman, The Riddler and The Penguin being possible villains it might be more interesting to see unused characters being showcased. Similar to what we saw in Batman Begins with Ra's al Ghul and Scarecrow.
My favorite of the lesser known characters include Victor Zsasz, Black Mask, Red Hood and Hush.
VICTOR ZSASZ : This one seems like a slam dunk considering the character appeared in Batman Begins during the escape at the asylum. This high profile serial killer carves numbers into his skin for every person he kills.
BLACK MASK: Being an enemy of Bruce Wayne and not Batman and could make things very difficult for the private life of the Prince of Gotham.
RED HOOD: The great thing about this villain is that pretty much anyone in Gotham could be this character since many people have worn the red hood. It could be interesting to see another vigilante in Gotham but this one doesn't have rules.
HUSH: Similar to Black Mask, Thomas Elliot is from Bruce Wayne's life a being childhood friend. Previously being a skilled surgeon before becoming a villain.
