HeroComplex reports that an offer has gone out to Emily Blunt (Wolfman) to star as Peggy Carter. You might remember that Blunt was set play Black Widow until Fox cast her in another film.
UPDATE: Blunt has officially turned down the role. It seems that Marvel could hoping to use her in a bigger role. Since the young Peggy would only be in WWII period and wouldn't be able to fight alongside the others in Avengers. I expect that Blunt could have a pivotal role in upcoming films.
Alice Eve and Keira Knightley are still in the running if not other actresses.
HeroComplex goes on to suggest actress Gemma Arterton (Prince of Persia, Quantum of Solace) for the role. Which makes sense with her relationship with both Disney and Incredible Hulk director Louis Leterrier.
